When you are engaged.... 

and you want the whole world to know...

First; Post an ad in your local newspaper:

Start by calling to ask whether they have guidelines, deadlines, rights or ads on the regulations. See if they accept photos, if this is something that interests you, and ask if the images should be in black and white or in color. (Make sure to put your name on the back, and to include an auto-adressee stamped envelope so that the picture can be returned.)

If they don't give strict guidelines, follow the example of the label: typically, the ads contain information about the two of you, including studies and career credentials, and the names of your parents. If your parents live in a different city, you must also include their hometowns. It is not necessary to include the date of marriage, and some fail deliberately, as they do not want to be targeted by burglars know when they are going to be plenty of sunshine in the House.
